SCALEDEM is a new EU-funded project aimed at addressing the challenge of scaling democratic innovations across Europe. Launched as part of the Horizon Europe program, SCALEDEM brings together a distinguished consortium of partners to ensure that democratic innovations move beyond experimental phases and become embedded in real-world governance structures.
Democratic innovations—such as citizens’ assemblies, deliberative mini-publics, and digital participation tools—have proven effective in fostering more inclusive and participatory decision-making. However, their adoption remains fragmented, often limited to pilot projects without long-term institutional integration. SCALEDEM seeks to bridge this gap by identifying barriers to scaling these innovations “high” (into policymaking), “out” (to reach more citizens), “deep” (to embed them in political culture), and “in” (to improve their internal quality and impact).
As part of the project, DCU is leading research on scaling democratic innovations into policymaking structures. Through surveys, interviews, and focus groups with policymakers and public servants, DCU will explore the barriers and enablers that affect the uptake of participatory practices. This work will contribute to the field by exploring the politico-administrative blockages and success factors for scaling high, providing actionable recommendations for policymakers across Europe.
DCU FuJo’s role in SCALEDEM aligns with its long-standing commitment and contribution to democratic governance, policy engagement, and citizen participation. Through its research expertise and interdisciplinary approach, DCU FuJo aims to ensure that democratic innovations are not only tested but effectively institutionalized, creating lasting change in governance.
